The Philadelphia School District Labor Management Cooperative Program

The Philadelphia School District Labor Management Cooperative Program has been a three year labor-management program established at the School District of Philadelphia, with the various employee bargaining units, under the guidance and facilitation of the Philadelphia Area Labor Management Committee.

The program operates under the general direction of an Executive Committee, composed of the leadership of all five bargaining units associated with the Philadelphia School District and representatives from the major education and support divisions of the School District.

The thrust of the labor-management program has been to identify issues of productivity, quality, labor relations, and education support functions that affect each line and support component of School District operations. In a system as large and complex as the Philadelphia School District, the challenge of the labor-management program has been to create results that can be felt at the individual school level. Toward this end, the labor-management program has made significant first steps.

School family committees have been established in close to 20% of the District's schools, to identify, prioritize and implement local school facility improvements which are seen as essential starting points for maintaining a healthy environment for education. The membership of the pilot schools committee is determined individually by each school and typically includes the principal or assistant principal, building engineer, PFT representative, non-teaching assistants, security personnel, home and school representatives and other school constituents.

In other initiatives, the labor-management program is addressing significant issues of labor-management relationships, productivity, and quality of performance. The labor-management program at the School District is supported by the staff of the Philadelphia Area Labor-Management Committee.
